It would be easy to pad the page. The honest reading is that the weight of these jobs' findings came earlier.
What that implies
Spend at frame, lock-up and waterproofing. A short handover list is what a well inspected build looks like at the end.
Still worth doing
Yes, because the list must exist in writing before you pay, or it becomes a warranty claim afterwards.
What it does not mean
That handover inspections are optional. You cannot know in advance that the list will be short.
